Health and care in Northern Ireland faces a range of challenges now and into the future. Our system was designed in a different era to deal with the problems facing society at that time. We need a model today fit for the challenges of the 21st century, and that focuses on improving outcomes.
We must do things differently. Challenges include our growing older population, the number of chronic conditions people are experiencing and unhealthy lifestyles. Deficits in the workforce contribute to uncertainty over some services, and the financial envelope likely to be available has proven unable to sustain the current model. The cost of providing services is increasing by 5-6% every year, during a period of downward pressure on public finances. In previous years the Northern Ireland Executive prioritised health spending and its proportion of the budget has continued to grow, yet waiting times have only deteriorated.
